Project Highrise is what it is; you have to built a sky scraper and you're free to choose the content of your building.
Do you want to run offices, appartments and/or a hotel with a few or a lot of rooms, it's your own choice.
Built restaurants, stores, gyms, dogsitters, laundry rooms, limousine companies, a few examples. Many different choices, but it's repetitive.
I played it a lot of hours, just to chill out, it's a relaxing building game, with every now and then a calamity (you can choose how often those happen).
There's an option to use an unlimited cash flow, I play the game with this function, because I like the building aspect without having to wait for or earn money.
And even with an unlimited cash flow, it's still a challenge to keep everybody in your building happy.
A downside; you unlock things while playing, so it happened to me a lot that I had to trash stores, restaurants and offices.
For example; later on in the game you unlock doors with smell and noise canceling and you need space to built them or you need to upgrade waste bins, electricity and so on.
I'm also a person who loves structure and with OCD habits.
You don't want to know how often I started over, just because my buillding wasn't structured the way I wanted after upgrades.
